The Information and Communication Technology Minister Anudit Nakornthap said at the seminar hosted by Information and Technology Press Club (ITPC) last month that the short-term ICT policies are free tablet and free wifi in the pubic area that will start within late of this year.

And, the ministry will drive its main policy that is to increase broadband penetration rate to achieve 80 to 85 per cent in the next four years, from now less than 10 per cent.

Currently, 2G network in Thailand is over demand but the quality in only voice, we plan to increase network to 3G in order to allow people to experience the triple play- voice, data, and video, said Anudit.

“For free wifi, we have already develop the action and implement plans. It is free for people to use wifi for free in education, government area, and tourist area. We can offer the free wifi from using USO fund,” said Anudit.

He added that free wifi will encourage the local content development. The increasing broadband penetration rate will also help open the room for local content development. Free wifi project, will be started within this year and the model of investment will be collaboration between government and private sector.

For e-commerce, Thailand is now not go forwards as well. it is also the duty of ICT Ministry. in the next 6 to 9 months, the e-commerce in Thailand will be more active. The ICT Ministry will work closely with the Ministry of Commerce to encourage the e-commerce deployment in Thailand.

Moreover, ICT Ministry plans to drive e-government. Smart ID card will be utilized mostly in order to provide e-government services to people.

“Now, we have the main data based included people and business data baed from Department of Internal and Department of Revenue, we will to integrate both of them and utilize this data base.”

He added that the ICT Ministry will drive the government information network (GIN) project that will be utilized and to allow government organizations to not duplicated invest and not integrated. The network will be utilized to conduct tele-conference and to increase the quality of government’s services.

The ministry also focuses on the prime ministerial operation center (PMOC).

“For example, in healthcare segment, currently there are network laid down to connect the local public health in the local area to the center to conduct the tele-health service. Smart Thailand is aimed to allow Thai people to use IT to improve their daily life.
The ICT Ministry will establish the national data center and to optimize the smart ID card to get to government services efficiency,” said Anudith.

Since the government’s main policies are to support SMEs business, software business in Thailand is accounted in this SMEs; and to promote the local software development. Once, the network coverage is cover wide area will lead and increase demand in local content/ local software consumption as well. The government will exercise this policy through the Software Industry Promotion Agency (Sipa).
